Abstract

The Public Value Management approach is a fairly new field that has been started to be researched and discussed since the beginning of the 21st century, both in the academic community and in public administration managers. The New Public Management approaches and practices, which focus on the integration of public administration and private sector concepts and practices, have caused problems and social criticism in the non-profit state administration, which is organized on the basis of service delivery. The Public Value Management approach aims to increase the benefit of society by involving all stakeholders in the service production process on the basis of governance without rejecting the private sector. In this respect, the aim of the study is to briefly explain the public administration theories by focusing on the main differences between them, to discuss the features of the New Public Management approach as the dominant theory in the last thirty years, and to examine the effects of the Public Value Management approach, which acts as a bridge between the approaches, and the approach on public managers.
