Abstract

With the development of Information and Communication Technologies (ICT), concepts such as digital government, electronic/digital governance, smart governance, and smart government have come to the fore, besides the concept of e-government. In the literature, the concept of e-government is often used synonymously or close with the concepts of digital government and electronic/digital governance. The aim of this study is to evaluate the concept of e-government, which is widely used in studies and is often described without attention, in terms of e-governance and digital government concepts. When the studies were analyzed, it was seen that different ways were followed to distinguish the concept of e-government from the concepts of digital government and electronic/digital governance. As a result of the study, it has been seen that the discussions on the concept of e-government continue, the concept cannot be defined consistently or the agreed features cannot be expressed in a common denominator, and it has become even more complex in the face of developing technology. Based on the literature, it would be more appropriate to describe this complexity in the field of e-government as a concept diversification or ramification instead of calling it an evolution or a paradigm shift.
